error compiling UO, Delphi7 ? Опции

I'm having trouble with how to compile UO without problems, I downloaded the source that is available from the official website and when I will compile from the following error 'HotKeyMgr.pas (106): File not fund:' Dsgnlntf.dcu 'I'm using Delphi 7 to compile, someone knows if it is the correct program and if it was able to recompile already?
I'm trying to compile because I want to modify some script and put it to my liking to use in tibia.
